Particularly with things that aren’t much discussed
It implies there’s a generally agreed league table of, say, Bucks Fizz B-sides
Or 1980s Second Division inside-lefts
Or Shadow Home Secretaries
These things can’t be under-rated because nobody is publishing ratings
….at least I don’t think they are, but I guess anything is possible on the internet
